生态文明建设中的市场嵌入机制——碳排放权交易试点工作研究

摘　　要：两型社会建设和碳排放权试点工作是生态文明建设的一部分,一旦取得理论和实践突破,试验区将继续扩大。碳排放权交易作为一种市场嵌入机制,是生态文明建设的突破口,一方面可以利用市场嵌入机制配合行政调控手段优化资源配置,通过市场成本来淘汰落后产能,促进产业结构转型升级,构建资源节约型社会,另一方面可以运用排放许可及排放权交易市场保护优美的自然环境,深化环境友好型社会建设。Construction of two-oriented SOciety and carbon emission trading are part of the Construction of ecocivilizaton.Once brekthroughs ;are made; in theory and practice, areas will continue to be expanded. As an embedded market mechanism,carbon emission trading is the breakthrough of the construction of eco-civilization.On the one hand,embedded market mechanism with administrative controls controls can used to optimize the allocationof resources,to promote indutrial structural transformation and to build a resouree-saving society;on the other hand , emission permits and emissions trading market can be used to protect beautiful natural evirinment, to deepen the construction of environment-friendly society.
