摘　　要：提出一种新策略 ,通过在局部站点上增加知识层 ,用已知属性值粗略表示不确定属性值的一套规则 ,将分布式信息系统转换为分布式知识系统 ,利用多个站点的信息协作解决查询异常问题 ;给出了规则的定义及一致的知识层的构造方法 .最后针对不完备的信息系统 ,给出一种协作的静态查询处理算法 .This paper presents a new mechanism. By adding a new knowledge level in local sites, which is a set of rules expressing the values of unknown attributes using the values of known attributes, it transforms a distributed information system into a distributed knowledge system, resolving the query exception by cooperation among multi sites. The paper also discribes the definition of the rules and the construction method of the knowledge level. At last we present a cooperation static algorithm of processing query.
