摘　　要：根据1980～2010年天津市农民人均收入统计数据,按照农村联产承包制与新农村建设政策的执行时间先后,将30年进程划分为4个阶段：快速增长阶段、曲折增长阶段、增长波动较大阶段、增长渐趋平稳阶段.结合7个中央一号文件,对每个阶段的背景政策与收入数值、增长率关系进行实证分析,最后得出制约天津市农民收入的影响因素并提出相应的对策建议.According to farmers＇ per capita income statistic data in Tianjin City during 1980-2010,in accordance with the implementation time of the rural household contract responsibility system and the construction of new countryside,thirty years course were divided into four stage（rapid growth stage,tortuous growth stage,growth fluctuation stage,growth stable stage）,combined with seven＂ No.1 Document＂,the background,policy,income value and growth rate of each stage were analyzed,finally influencing factors for restricting Tianjin farmers＇ income were obtained and corresponding countermeasures were put forward.
