摘 要:通过考察政府主导型、政府倡导型、政府包容型三类典型NPO分别开展的能力教育、素养教育、公民教育,可以看出,NPO开展的社会教育实践程度不等地弥补了底层移民家庭教育和学校教育的不足及失灵,创设了社会支持的社会氛围,推动了流动儿童的城市适应。为更好地发挥NPO在流动儿童社会教育上的积极功能,建议完善政府购买NPO社会教育服务的制度,力倡NPO与家庭、学校的合作互动。与此同时,NPO亦须承认自身的服务限度及完整教育体系中辅助者的角色定位,勿忘倡导者使命,从根本上助推流动儿童公平教育制度的创新与发展。This paper, from the aspect of social education, combs the events s^tuaaon ot socmt services for children carried out by the NPO in contemporary Shanghai, mainly focusing on ability education, social quality education and civics education conducted by government-dominant model, government-advocate model and government-inclusive model respectively. These three educations, on different levels, make up the absence and failure of home and school's education to the bottom immigrant family, create a supportive social atmosphere, and promote the city adapts of migrant children. In this article, the author proposes the NPO should play a strong role in the social education problem of migrant children, suggests some actions should be taken as well to perfect the model of government purchase NPO's service, and advocates cooperative interaction among the NPO, family and school. At the same time, the NPO should never forget its missions as advocate in the education system, but even recognize the service limitations as a helper's role, pushing forward the innovation and development of education equity for the migrant children.
