摘　　要：发展权是第二次世界大战后人类最具进步意义的权利理念之一,土地是农民维持生计最基本的保障,农民作为社会成员与农村土地紧密联系,土地发展权应具有人权属性。通过对湖北省黄冈市浠水县散花镇回风矶村集体土地征收补偿情况的实地调研,指出土地征收纠纷日益激烈的源头是农民土地发展权缺失。The development right is one of the right concepts with the most progressive significance of the human being after the World War II, and the land is the most basic guarantee for farmers to make a living. Being as members of the society, farmers are closely linked to rural land, so, the land development right has the attribution of human rights. Through the field research on the compensation for rural collective land expropriation of Huifengji Village, Sanhua Town, Xishui County, Huanggang City, Hubei Province, this paper points out that the source of the increasingly fierce dispute of land expropriation is the lack of farmers＇ land development right.
