中小企业节能减排效率及影响因素研究

摘　　要：本文运用数据包络分析(DEA)方法,对我国30个省(自治区、直辖市)的中小企业节能减排效率进行了评价,计算并分析了非DEA有效省份中小企业节能减排的潜力空间。通过变量间的相关分析,得出中小企业发展的技术水平、管理水平、发展规模以及产业结构是对节能减排效率具有显著影响的因素。最后,根据实证研究结果,提出了加大财政对中小企业研发和引进节能环保生产技术的支持、发挥行业组织在节能减排中作用、加强中小企业节能减排制度建设等具有创新观点的政策建议。Using data envelopment analysis（ DEA）, this paper evaluates the efficiency of energy saving and emission re- duction of medium-sized and small enterprises from 30 provinces. Then the potential space of energy saving and emission reduction of these enterprises is calculated and analyzed. By the means of correlation analysis, engineering level, manage- ment level, development scale and industrial structure is found as factors that have appreciable impact on the efficiency of energy saving and emission reduction. Finally ,this paper proposes some policy suggestions based on the result of empiri- cal research.
