摘  要:淮河洪水泛滥和水资源短缺的矛盾长期阻碍区域社会经济的健康发展,使淮河流域的行蓄洪区呈现经济和地理上的"双洼效应"。在淮河流域行蓄洪区实施湿地化,转变其形态和功能,能够在有效削减洪水的同时,发挥洪水的资源属性,达到防洪减灾和资源利用的双赢。以淮河濛洼蓄洪区为例,分析了实施湿地化战略的必要性和可行性,并基于"受益人"的效益识别方法,选用替代工程法、服务质量分类法及经验值法,评估了湿地化带来的防洪效益、蓄水效益和生态效益。可为淮河行蓄洪区湿地化政策的制定和实施提供政策参考。The problems of flooding and water resources shortage have seriously impeded overall development of society and e- conomy of the flood retention areas in Huaihe River Basin for a long time, and caused economical and geographical " Double Low Effect". Wetland restoration for flood retention areas of Huaihe River Basin can achieve the successful change of its shape, func- tion, effectively reduce flood and utilize flood resources, achieving the win - win effect of flood alleviation and utilization. Taking Mengwa flood retention area as a case, the necessity and feasibility of wetland restoration are discussed. Based on the principle of " beneficiaries receive benefit directly" , three benefits, namely flood control, water storage and ecology were evaluated by the ap- proaches of replacement cost, different quality with different price, and empirical value. The evaluation results can provide refer- ence for policy making and implementation of wetland restoration for flood retention areas in Huaihe Basin.
