摘　　要：科学发展观的提出为高等教育的改革发展提供了新的指导思想和前所未有的契机。根据科学发展观的要求,高等教育必须抛弃外延扩张式发展模式,确立质量、结构、效益和规模协调发展的内涵式发展道路,努力提高教学质量、科研质量和管理水平,最终使高校由行政本位回归学术本位。The scientific development outlook provides a new guiding ideology and the unprecedented opportunity for the reform and de- velopment of higher education. According to the requirement of the scientific development outlook, the development of higher education must abandon denotation expansion mode, establish the connotative development road, whose quality, structure, efficiency and scale are coordinative. Colleges and universities should strive to improve teaching quality, scientific research quality and management level, eventually make them regress from administrative management standard to academic standard.
