摘　　要：消防部队现代化离不开人才队伍建设,有效的人力资本激励机制是消防部队聚集和吸纳人才的必要手段。在对激励机制作用下的消防部队人力资本效用和消防部队人力资本特征进行分析的基础上,探讨了实现消防部队人力资本效用的激励机制设计。It is necessarily that the construction of talents resources for the fire army modernization. The general human capital of motivation mechanism is an effective measure to collect and absorb talents for fire forces. The aim is to achieve the utility of human capital for the scientific design in human capital of motivation mechanism,by the building and analyzing of fire human capital＇s utility function. The mechanism motivation will promote the fire human capital accumulation and guarantee effectively,to improve fire fight ability.
