信息社会的城市空间策略--智慧城市热潮的冷思考

摘　　要：以空间的视角来考察信息社会议题,从功能组织、交通出行、空间意象等方面廓清了信息技术对城市空间的作用机制,并提出信息社会的空间规划策略。在信息技术作用下,城市功能组织的集聚—扩散、交通出行需求的变化增加了城市空间结构的复杂性,城市意象的数字媒介传递则促进了现实空间与虚拟空间的交融。研究指出,信息社会是已然的客观存在,而智慧城市则是一种具有美好愿景的规划范式,因此信息社会的空间应对要从工具理性和价值理性两方面进行策略建构:智慧城市的建设首先应依托信息技术关注空间效率的提升,注重城市发展过程中的空间或然性问题,使得各层次空间具有应对不同情景的适应性;另一方面,智慧城市的空间策略必须回归到以人为本的基本价值观,通过塑造本地化的空间场所以应对全球流动性的挑战,最终实现地区发展的可持续性。This study examines the impact of information society from the spatial perspective; reviews the basic impact of IT on urban space in terms of travel behavior, functional organization, and space image; and then expounds the strategy for urban space planning. Under the influences of information technology, changes in the urban functional organization, be it agglomeration or diffusion, and in the demand of transport travel have increased the complexity of the urban space structure, while city image delivered by digital media contributes to blending real space and virtual space together. According to relevant researches, information society has been an objective existence, whereas smart city can be perceived as the planning model embodied with a promising vision. Therefore, spatial planning in the context of information cityshould be conducted from the perspectives of both instrumental rationality and critique of reason. On the basis of that, this study proposes that： smart city construction should foremost improve the space efficiency with the help of IT, and pay attention to the space probability during the process of urban development, so as to bestow spaces of all levels the adaptability to respond to different scenarios; on the other hand, the space strategy of smart city should return to the people-oriented values, shape localized spaces so as to cope with the challenges of global mobility, and to ultimately achieve sustainable regional development.
