摘　　要：新加坡教育部自2001年以来为其国家高等教育的继续发展相继成立过四个委员会。2011年,第五个委员会——2015年后升大学渠道委员会(CUEP)成立。委员会经过一年多的探讨和调研,就新加坡高等教育如何在政府主导下对公立、民办和继续教育等方面进一步发展提出如下建议:将新加坡技术学院发展为可授予学位的第五所自治大学,建立民办高校双重监管准则,将公费资助全日制学位课程引入非营利性私立大学,增加继续教育培训学位课程名额。For continuous development of higher education, the ministry of education in Singapore has set up four committees since 2001. In 2011, the fifth committee--the Committee on University Education Pathways Beyond 2015 （CUEP） was founded. After more than a year of discussion, investigation and research, the committee puts forward such relevant suggestions on the development of public and private education and further education guided by the government as upgrading Singapore technical college to the fifth university which can confer degree, establishing the dual supervision of private universities, introducing publicly funded full-time degree courses into non-profit private universities, and increasing the course places of further education. degree
