摘　　要：目前关于我国政府科技资源配置的问题分析有大量研究,但是,现有研究普遍缺乏好的理论框架。本文借用委托代理理论的框架,以委托代理双方的效用研究为出发点,结合对我国政府科研资助实践的分析,提出我国政府科研资助关系中的"嵌套的双层委托代理模型"并应用该模型分析我国政府稳定拨款和竞争性项目资助中存在问题,提出对未来我国政府科技资源配置模式的建议。The lack of theoretical framework is a prevalent shortage in the research of government scientific research funding.Aiming at this problem,authors firstly propose a Nested Double Principle-Agent Model based on the Principle-Agent Theory and the study on the practice of government scientific research funding in China.Secondly,authors apply the new model into the status analysis of government scientific research funding in China.At last,thinking about future funding mode is provided.
