摘　　要：我国战略环评制度的建立和发展,与特定阶段社会经济发展和环境保护工作的重点密切相关。我国大规模实施战略环评,是随着《环评法》的颁布开始的。推进战略环评的过程中,无论是观念、制度、理论,还是实践层面,都出现了一些问题,严重影响战略环评作用的发挥。在综述我国战略环评实施状况基础上,文章提出了初步解决这些问题的对策,包括:转变思想观念、加强理论研究、拓宽评价范围、健全监督机制、建立联动模式、强化公众参与、增加替代方案等。The establishment and development of SEA system in China are closely related to the particular stage of socio-economic development and the focus of environmental protection work. After the promulgation of the ＂EIA Law＂, China started large-scale implementation of SEA. During the process of advancing SEA, both in concept, system, theory and practical aspect, there are some problems which seriously affected the role of SEA. Based on the review of implementation of SEA, this paper presents some preliminary countermeasures to solve these problems, such as changing ideas, strengthen theoretical research, broaden the scope of evaluation, improve the supervision mechanism, establish the linkage mode, strengthen the public participation, and increase the alternatives, etc.
