摘　　要：党员是党内民主的主体,党员权利的保障是党内民主的基础和关键。在宪政框架下,西方执政党建立了以保障党员知情权、参与权为核心的较为完善的权利保障机制。西方执政党的党员权利保障机制为我国执政党的党员权利保障机制的构建、党内民主的发展提供了有益的借鉴。Party members are the main body of inner-party democracy, while the safeguard of party members＇right is the foundation and key to it. Under the framework of constitutional government,western ruling parties build a mechanism for the safeguard of party members＇ right to protect their right to know and to participate,and this mechanism provides us with a lot of beneficial reference for the development of inner-party democracy.
