摘　　要：在国家开放大学新体系建设的重要历史时期,中心城市电大学习中心的建立和发展有着重要的意义。中心城市电大需要抓住时机,探索城市电大学习中心的特点与优势,明确学习中心的功能和服务理念,以开放、多元、服务为原则,以人才培养模式改革为核心,重点研究学习中心建设的构成要素、运行机制等问题,研究和探索国家开放大学学习中心的建设模式和功能。在此基础上,推进国家开放大学体制与机制创新。With the Open University of China(OUC) at the critical stage of building its new network, the development of learning centers in metropolitan cities is of great importance. Open universities in these areas should seize the opportunity to explore the characteristics and advantages of learning centers as well as their functions and the nature of learning support. It is argued that learning centers should adhere to the principles of openness, diversity and service with the aim of reforming the educational model. Moreover, it is equally important to identify the key elements and operation mechanism of learning centers in order to determine the development model of OUC learning centers and their functionalities. Findings from such research form part of the innovation in promoting the development of OUC.
