摘　　要：中小企业做大做强的必由之路是实现创新驱动发展,但经常受困于内部条件的不足和外部环境的制约。为此,一方面需要中小企业通过各种途径和措施完善内部创新机制,提升创新能力;另一方面要对相关的法制、政策、市场机制和服务体系等方面加以完善和优化。Innovation--driven development, the inevitable course for SMEs becoming bigger and stronger, has been restricted by internal conditions and external environment of SMEs. Therefore, on one hand, SMEs should perfect the internal innovation mechanism by various ways and measures, enhance the innovation ability; On the other hand, the related legal system, policy, market mechanism and serv- ice system etc aspects should be improved and optimized.
