摘  要:农村小规模学校不仅为社会弱势群体提供了就近入学的机会。同时,农村小规模学校也是信息的集散地,为乡土文化传承和社区能力建设提供了重要支撑。从城乡一体化发展视野看,农村小规模学校不仅要保留和恢复,更要高质量地发展。本文从政策制定、政策实施、政策环境、政策价值等视角对农村小规模学校政策进行了系统反思,提出了提升农村小规模学校政策效力,促进农村小规模学校发展的思路和对策。Rural small- scale schools not only groups to enter a neighborhood school, but they provide opportunities for socially disadvantaged are also the distributing centre of information, which supports the inheritance of countryside cuhure and the construction of community capacity. From the perspective of urban and rural integration development, rural small - scale schools should be retained and rebuilt as well as developed with high quality. This paper reflects on the policy of rural small - scale schools from the view of policy making, policy implementation, policy environment, policy value and so on. Besides, it puts forward the countermeasure of promoting policy efficacy of rural small - scale schools and development of them.
