摘　　要：本届政府制定了《中共中央关于全面深化改革若干重大问题的决定》,为未来10年的施政之路指明了方向。以此为发展目标,对中国"三农"问题中的粮食安全、食品安全、转基因作物、农村土地、乡村治理、农民工、乡村教育、涉农补贴和乡村污染的九大热点问题进行了深入讨论。并认为"三农"问题的解决,关键在于认清发展目标、尊重事物发展的自然规律、发挥农民的积极性、局部问题的解决依赖于整体的顶层设计和机制改革。The current government formulated the goals document, and pointed out the direction of the political road for the next 10 years. For these development goals, the paper discusses about the nine hot issues of the problem about ＂ agriculture, rural areas and farmers＂ （ARF） in depth, which includes food security, food safety, genetically modified crops, rural land, rural governance, rural migrant workers, rural educa- tion, agricultural subsidies, and rural pollution. And argues that the key of the solution of the problem of ＂ARF＂ is to fully understand of devel- opment goals, respect the natural law of development of things, give full play to the enthusiasm of farmers, the solution of local problems depends on desi^nin~ the overall to13-1evel and reforming overall mechanisms.
