摘　　要：从筹建中研究所制度建设的必要性、应遵循的原则以及如何进行给予阐述,建议筹建中的研究所进行制度建设时应明确单位宗旨与目标;明确"立法"部门、成立专项工作小组;拟订制度建设方案;构建制度框架体系;注重制度之间的衔接贯通以及重点抓好制度的执行等。This article mainly elaborates the necessity of institutional improvement tor an msutute m the process of preparation, the principle should comply with as well as how to do it. We propose that the institute should define the purpose and objective at first, then set up＂legislation＂departments and a special working group as well, followed by formulating the plan for system construction, set up framework for institutional improvement, pay attention to the communication among institutions and focus on the execution of the institutions.
