科技型中小企业技术创新基金实施成效及问题分析

摘　　要：我国科技型中小企业技术创新基金是用于支持中小企业技术创新的政府专项基金,自1999年设立以来,创新基金在激励中小企业科技创新、加快科技成果转化及产业化等方面发挥了重要作用。对创新基金在促进企业成长、产业发展、区域经济发展以及企业创新等方面所取得的成效进行总结,揭示当前创新基金存在资金规模无法满足新形势需求、区域发展不平衡、技术领域发展不平衡等三个方面的问题并提出相关政策建议。The technical innovation fund for small and medium - sized scientific an, technological enterprises is the govern- ment special fund used to support the technical innovation of technological enterprises. Since its establishment, the innova- tion fund has been playing an important role in encouraging technical innovation and speeding up the transformation of sci- entific and technological achievements and industrialization. In this paper, the achievements brought by the innovation fund to promote enterprise growth, industrial development, regional economic development and enterprise innovation, etc are summarized. It also reveals current problems and presents relevant political suggestions to further the implementation and development of innovation fund in China.
