摘　　要：外部企业进入集群是企业集群规模扩张的一种方式。首先分析影响外部企业进入集群的因素;然后,结合入群前后企业的单位产品成本c和c'描绘出两者之差△c(t)的曲线,并阐述外部企业在企业集群中的生命周期过程;最后根据外部企业进入集群后的生命周期过程提出政府治理的政策建议。It is a kind of way to expand the enterprise cluste＇s scale that external enterprises enter the cluster. The paper first analyzes the factors which influence external enterprises＇ entrance; Then, it combines with the cost per unit , before and after entering, describes the curve of, and expounds the life cycle process of the external enterprise after entering the cluster. Finally, according to the life cycle process of external enterprise entering the cluster, the paper puts forwards poli- cy suggestions of government governance.
