摘　　要：作为在城市层面协调经济发展和环境保护的重要手段,城市环境总体规划理论研究相对薄弱,缺乏对城市环境总体规划体系完整性的研究,各理论之间缺乏兼容性,尤其是核心理论尚未形成,削弱了规划的科学性和可操作性。为了实现人与自然的和谐发展,必须构建城市环境总体规划理论体系。在研究整理国内外环境规划理论的基础上,提出了城市环境总体规划的理论体系,分别从基本理论和基础理论两个层次论述了理论体系的内容,为城市环境总体规划发展的趋势提供了借鉴。In the city level, the overall planning of urban environment is an important measure for coordinated development between economy and environmental protection.The theoretical research was relatively weak, lacking in-depth research on the integrity of planning system, compatibility between the various theories, especially the core theory.This situation weakens the sci-entificness and maneuverability of the plan.In order to realize the harmonious development between human and nature, it is an in-evitable trend to establish theory system of the overall planning of urban environment.Based on domestic and international envi-ronmental planning theory, the theory system of the overall planning of urban environment is put forward in the paper, and the content of the theory system is discussed from basic theory and fundamental theory, to provide a reference for the development trend of the overall planning of urban environment.
