摘 要:作为一项社会系统工程,出生性别比失衡的治理与其所处的社会制度环境存在密切关联。文章借助制度关联视角,试图从制度入手系统识别出生性别比失衡治理所处的制度环境,发现出生性别比失衡的根源和治理低效的主要原因,构建出生性别比治理与制度环境的关系模型,并运用内容分析法对制度环境中的具体制度进行定量和定性分析。分析结果发现:现有出生性别比治理相关的社会制度环境中存在着与出生性别比失衡治理相协调的制度,这些制度充分体现了社会性别平等的视角,因而能够促进出生性别比失衡的治理。而同时,更多的制度缺乏性别平等视角,甚至部分制度环境与出生性别比失衡治理制度产生严重的互斥,导致出生性别比失衡治理整体的制度环境不尽人意并呈现低效的特征。There are close relationships between a project to rectify the imbalance in SRB throughout the social system and the institutional environment of the society. This paper tries to identify the institutional environment of such a project from a perspective of institutional linkages so as to reveal the root causes of the imbalance and major barriers to the project of rectification. The goal of the paper is to establish a model of relationships between this project and its institutional environment based on a qualitative and quantitative analysis of the relevant institutions. The results show that there are parallel relationships between the institutional environment of the project of rectification and the institutions that contribute to gender inequality. This parallel indicates that the promotion of gender equality throughout the social system will help with the project of rectification of the imbalance in SRB. However, there are many institutions that lack the perspective of gender equality, and are seriously incompatible with the project of rectification, resulting in a dissatisfactory performance of the project of rectification of the imbalance in SRB.
