发展我国森林碳汇市场的政策研究

摘　　要：森林碳汇市场也是碳交易市场上的新兴市场,潜力很大。本文通过对碳汇政策的研究,借鉴国际上森林碳汇项目和市场的经验,分析我国目前森林碳汇项目和碳汇交易市场发展现状、存在问题。提出我国在京都规则和非京都规则下发展森林碳汇市场的政策建议。Carbon forestry market has great potential as an emerging market in the carbon trading market. In this paper, by studying the policies of carbon sequestration forestry,and the experience of foreign forest carbon sequestration projects and inernational forestry carbon market, I analyze development status and find problems of forest carbon sequestration projects and forestry carbon market in China. Then there are some policy recommendations of developing carbon forestry market in China under Kyoto Protocol and without the framework of Kyoto Protocol.
