社会资本办医的市场准入政策与退出机制研究

摘　　要：公共医疗领域的诸多问题,公立医疗卫生资源的相对匮乏,凸显了社会资本办医的必要性。我国目前正积极倡导将社会资本引入医疗服务市场,并陆续出台了宏观政策指引。文章针对当前社会资本办医引导政策的现状与不足,从市场准入制度和退出机制两个方面提出完善措施。Because of the many problems existing in public medical service field and the shnrtage of public medical resources, it is absulately necessary to encourage social capitals in developing medical institutions. Now China is actively encouraging the introduction of social capitals to medical service market and a series of macro - policies have released in succession. The article proposed snme improving measures from the aspects of market access system and exit mechanism based on the present situation and drawbacks in the development of medical institutions by social capitals.
