摘　　要：职业健康服务是企业社会责任的重要组成部分,更是所有企业社会责任的基础。企业职业健康服务社会责任的运作实践既受企业外部社会文化和制度环境的监督与推动,又受企业内部自身因素的限制与制约。在这两股相反作用力的博弈下,企业难以实现自身发展与履行职业健康服务两者之间的平衡。实际的履行状况距离制度的要求存在一定的差距。因此,只有将职业健康服务纳入"战略性企业社会责任"中,才能实现企业职业健康服务社会责任与企业自身的平衡发展,即最优发展的战略契合点。The occupational health service is an important part of corporate social responsibility,even more the foundation of the whole of corporate social responsibility. The practice of corporate social responsibility of occupational health service is deeply promoted by its external social culture and system,and restricted by its own various internal factors. Under the game of these two counter- function powers,it is hard for the enterprises to achieve the balance between their own development and the conduct of the occupational health service. There exists some difference between the conduct situation and the system requirements. Thus,only by treating the occupational health as the 'strategic corporate social responsibility',can the enterprises realize the balance development of corporate social responsibility of occupational health service and enterprise itself,namely,the strategic integrating point of optimal development.
