农村民主管理的村民评价——五省60村的跟踪研究(1999—2011)

摘　　要：在中国农村,村民对村务管理不同面向的评价并不一致,绝大多数村民对村党支部书记在农村权力结构中的支配地位一直持肯定态度,多数村民对村务参与的评价较低,半数村民对村务公开信息持怀疑态度,但大多数村民对村务管理的绩效持肯定评价。进一步的回归分析表明,家庭经济状况越好和政治效能感越高的村民,对于村务参与、村务公开和村务管理绩效的评价也越高,这验证了有关经济发展与民主政治发展关系和政治效能感的主流理论;传统文化因素的影响力在衰减,但与村民对村务管理绩效的评价却呈现显著的负向相关性。因此,在当下中国乡村,传统政治文化对农村民主政治的阻力正在减弱,而随着村民家庭经济状况的好转与政治效能感的提升,民主自治在农村具有极大的动力空间。Villagers have different attitudes to village democratic management in rural China. The vast majority of villagers acknowledge the dominating position held by the village party secretary in rural power structure. A majority of villagers are not satisfied with village affairs participation, half of them take a skeptical attitude to the messages opened by village committees, but most of them still have a positive evaluation of village management performance. Further regression analysis shows that better family economic conditions of villagers lead to higher political efficacy, and consequently a better evaluation of villagers participation in management, information openness and management performance. These findings confirm the mainstream theory that explains the relationship between economic development and political efficacy with citizens＇ participation. In addition, the influence of traditional political culture is declining, but it displays a significant negative correlation with villagers＇s attitude to village management performance. Therefore, the negative influence of traditional political culture on rural democratic development is weakening. With the improvement of the family economic condition and political efficacy, villagers autonomy will have great momentum space in the countryside.
