摘　　要：我国国有企业技术创新的动力缺失 ,表现在企业产权制度的保障力上 ,存在国有投资主体名为统一实则分散和割据、国有产权关系的性质错位 ,以及企业法人产权不完整等制度矛盾 ;表现在经营者和研究开发人员的价值力上 ,存在甄别和实现管理者价值的用人机制缺失 ,研究开发人员缺乏投身企业技术创新的内在动力等问题。为此 ,必须让技术创新与制度创新并举 ,在科学界定国有企业和理顺国有产权关系的基础上 ,确立国有企业法人所有权制度 ;提高企业管理者的努力和绩效与其收益的相关度 ;建立充分实现企业研究开发人员价值的制度和机制。China’s state enterprises lack in tech innova tion motive force. In the aspect of ownership system ensurance, it is revealed in the systematical contraditions of dispersion of investing subjects, malposition of state ownership relation, and incompletion of enterprises’ legal person ownership. In the aspect of the value of the management, research and development personnel, it is vevealed in the lack of placement mechanism to differentiate and realize the managers’ value, and lack of motive to devote to enterprise tech innovation on the part of researchers and developers. Therefore , tech innovation and system innovation must develop simultaneously. We must establish the legal person ownership system, raise the correlation degree between the managers’ e ffort as well as effect and their income, and establish system and mechanism for researchers and developers to realize their values.
