摘　　要：结合以往实证研究的经验证据及相关理论研究成果,建立了一个重复博弈模型,剖析了地方官员实施地区性行政垄断的政绩激励和经济激励,解释了地区性行政垄断在我国长期存在的根本原因及其治理办法。发现地区性行政垄断的主要成因为:①地区性行政垄断能在一定程度上提高地方官员的政绩;②它还可以为地方官员带来地下经济收益,从而获取工资以外的经济激励;③地方官员有限任期制是导致我国地区性行政垄断长期存在的根本原因之一。模型结果表明,改进以经济增长、财税收入等经济指标为主的地方官员政绩考核体系,加大对地区性行政垄断行为的惩处力度,可以有效抑制地区性行政垄断,但却不能根治这一问题。当一个国家的政府体制是地方官员有限任期,中央政府无论如何都保证不了地方官员不实施地区性行政垄断,因此,地方官员有限任期制下的中央政府实现不了根治地区性行政垄断的目标。要根治地区性行政垄断,体制改革是关键。Based on the experimental evidences from previous empirical study and related theoretical research, we establish a repeated game model to analyze both political and economic incentives for local officials to implement regional administrative monopoly, and to explain the fundamental reasons and solutions for China＇s long-standing regional administrative monopoly. The main causes include： 1） The regional administrative monopoly can improve political achievements of local officials to some extent; 2） It can also bring underground economic benefits for local officials, thus gaining the economic incentives other than wages; 3） The limited terms of office of local officials is one of the basic reasons for China＇s long- standing regional administrative monopoly. The results show that, improving achievements evaluation system for local officials that is currently based on economic performance indicators such as economic growth rate and tax revenue, together with reinforced penalty on regional administrative monopoly, can effectively inhibit the regional administrative monopoly, but not solve the problem. If the government system in a country uses a limited term for local officials, then the central government cannot guarantee local officials not to implement regional administrative monopoly. Hence, the central government with the limited terms for local officials cannot achieve the goal that effects a radical solution to regional administrative monopoly. To tackle the regional administrative monopoly, political system reform is the critical point.
