摘　　要：民航总局2012年《民航航班正常统计办法》提出"航班延误"的计算公式,明确了航空公司作为航班延误承运人所应承担的义务与责任。为了进一步保护旅客的权益,规范航空公司的服务水平,仍应从立法和政策方面完善民航延吴民事责任制度。Aeroplane, which is the fastest means of transportation, represents a carrier of people＇s expectations for efficiency and convenience. However, the common phenomenon of flight delay generates some difference between their expectations and reality. In light of discussion of the law concept of flight delay and legal nature of civil liability for flight delay as well as analysis of the rules for airlines civil liability for flight delay, the article respectively analyzes airlines responsibility in reasonable delays and unreasonable delays specified in Civil Aviation Flight Normal Statistical Method, and then presents suggestions on improvement of civil liability system for from the perspective of legislati
