摘 要:研究汽车制造新能源目标决策,政府对新能源汽车制造业的激励作用将会对新能源汽车产业化进程产生直接而重大影响。分析制造商的经营目标能为政府激励机制的设计提供坚实基础。新能源汽车制造商在经营时会面对销量和利润率两个矛盾目标,需用多目标决策方法来优化协调。从系统工程的视角,构建了新能源汽车制造商的经营状态指标,提出了其企业经营的多目标决策模型体系结构,并确定了模型的目标、决策变量及约束条件。考虑系统的内部调节,根据模型要达到的不同目标,对其设定不同的优先级和权重,并建立了两种发展方案。上述模型反映了新能源汽车制造商在追求销量和提高利润之间的协调关系,为进一步对新能源汽车制造商的激励机制设计提供了基础。The incentive action on New Energy Vehicle(NEV) manufacturer will exert a great direct influence on the NEV industrialization. The analysis of operation target can provide the basis for designing governmental incen tive mechanisms. The operation of NEV manufacturer will face two contradictory objectives of sales volume and profit rate, which can be optimally coordinated by the method of multi objective decision. From the perspective of systems engineering, the state index s for operation of NEV manufacturer were built up. The systematic architecture of the multi objective decision model was constructed. The goal decision variables and constraints for the model were iden tified. Considering the system's internal regulation, two development schemes were proposed according to different operation targets of NEV manufacturer . The model reflects the equilibrium relationship of sales volume and profit rate, which provides the basis for further research.
