摘　　要：根据移动学习和语言学习的特点,从软件设计与开发的角度,利用Flash技术,对基于Android对外汉语移动学习平台的设计与实现进行了研究。文章阐述了基于移动服务导向架构(MSOA)设计开发汉语移动学习资源的过程,利用微软的speech-to-text、text-to-speech技术,使学习者通过听、说、读、写来提高汉语学习者的语言运用能力,丰富了汉语移动学习资源开发的视野及移动学习者的学习内容。Considering the characteristics of mobile learning and language learning, this research designes a mobile learning plat-form of Chinese as a foreign language based on Android System using Flash technology and some related software. This paper intro-duces the designing and developing process of Chinese mobile learning resources on the basis of the mobile service oriented archi-tecture （MSOA）. With the technology of speech-to-text and text-to-speech provided by Microsoft, it will help to improve the learn-ers’Chinese language practical skills through listening, speaking, reading and writing. This will undoubtedly enrich the vision of Chinese Mobile learning resources development and the learning contents.
