摘　　要：中小企业对我国经济发展有着重要作用,中小企业内、外部筹资环境恶劣制约其发展。要解决资金短缺融资困难,需要企业自身完善管理制度,进行产业升级;商业银行进行改革;政府部门制定相关政策和法律支持。Hainan Province＇ s new urbanization construction is lack of systematization in planning, coor- dination in management, and the urban infrastructure and other issues are not perfect. In order to solve these problems, it is necessary to establish a unified and harmonious new town construction management system, accelerate the construction of urban infrastructure and other government behaviors to promote the development of new type urbanization in Hainan.
