中国台湾地区教育信息化战略规划及其启示

摘　　要：教育信息化战略规划对教育信息化未来起着引领和指导的重要作用。中国台湾地区非常重视教育信息化发展,出台了系列教育信息化政策法规、白皮书,19份施政报告中强调发展教育信息化,并将教育信息化纳入了中国台湾地区重点发展计划。中国台湾地区与大陆具有相似的东方文化氛围和教育发展历史,分析中国台湾地区教育信息化战略规划可为大陆深入推进教育信息化发展提供借鉴和参考。文中梳理了中国台湾地区资讯教育发展的领导机构,资讯教育的政策法规,台北市、高雄市和桃源县的资讯教育白皮书,减小数字鸿沟的资讯教育政策,以及中国台湾地区施政报告和重点计划中涉及的资讯教育内容,归纳总结了促进教育信息化未来发展的六点启示:建立教育信息化专门推进机构、完善教育信息化政策法规、重视解决教育信息化发展不平衡问题、将教育信息化纳入国家发展战略、教育信息化战略规划应与时俱进、重视教育信息化发展规划的有效执行。Educational informatization strategic planning plays an important role in leading and guiding the future development of educational informatization. China Taiwan region attaches great importance to the development of educational informatization, introduces a series of educational informatization policies and regulations, white papers. The development of educational informatization is emphasized in 19 administrative reports, and also be included in the priority programs in China Taiwan region. China Taiwan region and mainland have similar oriental culture and the history of education, analysis of educational informatization strategic planning in China Taiwan region can provide reference for mainland to promote the development of educational informatization. This paper reviews the leading institution, policies and regulations of educational informatization in China Taiwan region, information technology education white papers of Taipei, Kaohsiung and Taoyuan country, information technology education policies to reduce the digital divide, as well as the administrative reports and priority programs refer to educational informatization. Finally, six enlightenments are summarized to promote the future development of educational informatization： establish special advance institutions of educational informatization; perfect educational informatization policies and regulations; focus on addressing the problems of uneven development of educational informatization; educational informatization is included in national development strategy; educational informatization strategy planning should advance with the times; emphasis on effective implementation of educational informatization strategy planning.
