广东与沿海若干省创新型产业集群的创新能力比较研究——以国家级高新技术开发区为例

摘　　要：利用层次分析法(AHP)和DEA数据包络法,对广东与苏、浙、鲁三省国家级高新区的综合创新能力和创新效率进行比较分析,认为广东创新型产业集群的综合创新能力优于其他三省,沿海四省创新型产业集群的创新效率均有待提高;广东必须通过科技资源和生产要素的集聚,构建和完善协同创新网络,完善科技服务体系等来增强创新型产业集群的创新能力。Innovative - oriented industrial cluster is an important carrier of building regional innovation system and the mod- em industrial system. Enhancing the ability of innovation is the key to fostering innovate - oriented industrial clusters. Na- tional High -tech Development Zone （NHDZ） is a main gathering area of innovative -oriented industrial cluster. By the method of AHP and DEA, this paper compared and analyzed the comprehensive innovation capability and innovation effi- ciency of NHDZ in Guangdong, Jiangsu, Zhejiang and Shandong provinces. The innovation efficiency of all the four coastal provinces＇ innovative industrial clusters needs to be improved, while the innovation capability of Guangdong＇ s innovative industrial clusters is better than the other provinces. Strategies must be carried out for enhancing the innovation ability of innovation - oriented industrial clusters in Guangdong, including concentrating technology resources and production factors, constructing and improving collaborative innovation network, and improving the service system to scientific and technological.
