摘　　要：从产业哲学的视角,分析科技服务业的产业共性和特性,提出政策环境营造、技术研发能力提升、骨干机构培育、产业集聚区建设以及人才培养和引进等政策建议。From the perspective of industrial philosophy, this paper analyzes the commonness and characteristics of science and technology service industry, and puts forward some policy suggestions as follows： creating good policy environment, promoting technology research, cultivating backbone mechanism, constructing industry cluster district, introducing and cul- tivating talents.
