摘　　要：目的:了解上海市医药科技成果转化现状及存在的问题,并提出相应建议。方法运用文献评阅、现场调研和专家咨询等方法来分析上海市医学科技成果转化的现状。结果:上海市医药科技成果转化存在的问题:相关法律制度尚未健全,促进医药技术创新的政策支持不够;科研人员转化意识不强,有市场潜力的成果比例低;医疗机构当前投入不足以有效管理科研成果;转化医学从研究到转化的发展路径不够通畅;配套的分配和激励机制不完善;资金投入不足,转化中试环节薄弱;政府宏观管理下的科技中介服务体系亟待完善。结论:推进上海市医药科技成果转化的政策建议:加强法律和制度建设;完善卫生技术转移服务网络,加强政府对转化医学发展的宏观指导,建立健全的激励机制。Objectives：To understand the problems of medical technology transfer and its suggestions for the current situation in Shanghai. Methods：The methods of literature review, investigation and Delphi expert consulting methods are used for analyzing the problems of medical technology transfer within the current situation in Shanghai. Results：Problems in medical technolofy transfer can be described as related legal system has not completely established. The policy to support medical technology innovation is stil not strong enough. There has weak conscious in researches’ mind to complete medical technology transfer, which results in low rate of commercialization of high market potential patents. Because of the insuf icient input from medical institutions, the management of scientific achievements is under the low level. The development path of translational medicine is not smooth. Distribution and incentive mechanism reflect imperfection. The investments are shortage, and pilot plant test of medical technology transfer are poor. The system of scientific and technological intermediary control ed by government should be improved. Conclusion：Enhance the establishment of law system. Improve the network of medical technology transfer service. Stimulate the support of macro-directions from the government to develop the translational medicine. Incentive mechanism needs to be seamless remolded.
