Health Insurance in Germany:Led by Government and Funded by Society

摘　　要：德国政府仅构建医疗保险的基本框架，进行必要的规范、协调和监督，但不介入市场参与经营。得益于社会医疗保险模式与德国较高社会经济水平的有机融合，德国医疗保险制度的效果十分显著。世界卫生组织发布的《世界卫生报告2000》中，对191个国家医疗保险制度的排名显示，德国在多项医疗保险指标和综合排名上，均位居世界前列。Different from the government-funded health insurance system in UK,Sweden and Canada,the health insurance system in Germany is typical model of society-funded system,which is mandated by the government through legislation.Employers and individuals should all pay premier based on a certain percentage,and thus social health insurance fund is established to pay for the health service cost of the employees or their family members.
