摘　　要：通过研究陕西省城镇社区弱势群体休闲体育发展环境现状,为体育相关部门及时掌握弱势群体体育发展环境的情况和制定相应的政策法规提供可靠的依据。研究方法:文献法、问卷调查法、访谈法、数理统计法等。结果和结论:在宏观方面,弱势群体休闲体育发展的政策环境与宏观环境适宜,但也期望完善与出台更加具体和专门的弱势群体休闲体育政策法规。在微观环境方面,弱势群体的家庭在精神与经济上对弱势群体给予了较多支持,陕西城镇社区公益性体育设施场地还远未充足,弱势群体需要专门指导。By studying the development of the environment of urban community weak group in Shaanxi province, in order to grasp the situation of vulnerable groups, and to, develop appropriate regu- lations and policies to provide a reliable basis for sports-related departments. Research methods： litera- ture method, questionnaires, interviews, field survey, mathematical statistics method. Results and con- clusions： Currently, from macroscopic aspect, leisure sports development policy environment and the macroeconomic environment is suitable, but also expected to improve with the introduction of more specific, specialized vulnerable groups leisure sports regulations. In the micro-environment, families of vulnerable groups have given more support in the spirit and the economy, public sports facilities of Shaanxi urban community are far from enough, vulnerable groups need special guidance.
