统筹城乡视角下农民工医疗保险实践的考察——基于重庆市1600位农民工的调查

摘　　要：农民工的社会保障问题尤其是医疗保险一直是社会关注的热点。解决农民工的医疗问题,使他们病有所医,不仅是维护当前农民工权益的迫切要求,也是加快城市化进程和构建社会主义和谐社会的长远需要。近年来,重庆市在统筹城乡发展思路的指引下,以为城乡居民提供平等的医疗服务为目标,积极探索建立统筹城乡的医疗保险制度,取得了一定的成效。但针对农民工群体的医疗保险制度及医疗服务供给仍然面临诸多问题,需要在制度及措施方面加大调整力度,提高医疗保险制度的供给能力和农民工群体的医疗服务可及性。Social security of migrant workers especially health insurance has been the focus of attention. Solving the medical problems of migrant workers to are cured when being ill is not only the urgent requirement to maintain the current interest of migrant workers but also the long term needs to speed up the process of urbanization and building a socialist harmonious society. Recently, Chongqing has been actively explored the urban and rural medical insurance system and achieved certain results under the guidance of balancing urban and rural development thinking, providing e qual health care services to urban and rural residents as the goal. But the medical insurance system and medical service supply for migrant workers still face many problems, need to adjust the system and measures to improve the supply capacity of the medical insurance system and the accessibili ty of medical services for migrant workers.
