摘　　要：对嘉兴市本级乡镇(街道)聘用人员的管理进行调查,分析其中存在的问题,在此基础上提出了完善聘用人员管理的针对性建议:1)建立政府聘用人员动态监管系统,实现对聘用人员的有效监控;2)整合执法协管员队伍,实行统一管理、统筹使用;3)探索基层政府权力和职能重塑,优化聘用人员结构;4)明确上下级政府事权,优化聘用人员的财政分担比例;5)建立激励机制,促进乡镇(街道)减人增效。这项研究旨在为基层政府完善聘用人员管理机制提供借鉴。Based on the investigation of the non--administrative staff management of the town （sub-- district） level in Jinxing City and the analysis of its existing problems, this paper puts forward improvement suggestions for the non- administrative staff management： 1） to establish a dynamic monitoring system towards non--administrative staff and achieve effective monitoring of the employed staff; 2） to have the integration of law enforcement coordinators and implement unified management and coordinative use; 3） to explore the reshaping of powers and funetions of grassroots governments and optimize the structure of the employed staff; 4） to define rights in different levels and optimize the financial sharing ratio of the employed staff; 5 ） to establish incentive mechanism and increase efficiency of the towns （sub--distriets） with reduced number of staff. This study aims to provide reference for the grassroots governments ~ improving the mechanism of non--administrative staff management.
