摘 要:十八届三中全会强调公有制经济和非公有制经济都是社会主义市场经济的重要组成部分,都是我国经济社会发展的重要基础。对于非公有制经济来说,创新是其应对市场挑战的根本措施,也是其市场存在的内在使命。从政府支持非公经济发展来看,主要需要解决中小企业生存与发展中的创新激励环境问题。当前我国中小企业创新激励环境的构建还存在一定的体制性制约因素,一定程度上削弱了中小企业自主创新的活力。为此,党的十八届三中全会关于全面深化改革和消除发展中体制性障碍的各项措施,可以说是给予中小企业在金融、财税等方面全方位的政策支持。The Third Plenary Session of the Eighteenth stressed both public and the non-public economies are important parts in a socialist market economy. Both of them are important foundations for China' s economic and social development. To the non-public economy, innovation is the fundamental measure to respond to market challenges, and also the inner mission of its market presence. From the perspective of the government's support to the development of non-public economy, the innovation and incentive environment should be mainly resolved in the current survival and development of the SMEs. There are still some institutional constraints in building the innovation and incentive environment in Chinese SMEs, which, to some extent, undermine the viability of the independent innovation of the SMEs. To this end, it may be said that the overall deepening of reforms and all measures to eliminate the institutional barriers in the development addressed in the report of the Third Plenary Session of the Party's Eighteenth, provide a full range of policies to support the SMEs in the financial, taxation and other aspects.
