国际关系建构背景下中国体育参与公共外交的发展战略研究

摘　　要：在国际社会关系建构中,谋求政治认同、社会沟通以及利益协调的主要手段越来越多。其中,随着体育进入跨文化传播单元的影响力不断扩大,体育参与公共外交的功能日益凸显。采用文献资料法、内容分析法、比较分析法,以中美的乒乓外交、美印的橄榄球外交、印巴的板球外交和中国近代体育公共外交的活动等为研究的基本对象,着重从体育参与公共外交关系建构的基本形态和历史事件分析体育在跨文化背景下获得国际认同的功能,认为:体育参与公共外交形成不同的公共外交形态,丰富了外交文化的内涵;体育能够形象直观地阐释国家的意志和政治诉求;体育参与公共外交可以修饰政治主体、形成政治修辞,塑造国家形象。并从国际关系和外交战略变化进程中探究中国体育参与公共外交的基本走向与对策:1)制定中国体育公共外交的战略;2)建立体育公共外交发展机构;3)展开强势项目的公共外交演化项目;4)有效挖掘传统体育项目和民族体育运动项目,展开跨文化交流。表明,开创体育公共外交的新局面,搭建立体化的外交格局,中国的国家形象将更好地得到塑造,在世界上的政治话语力量也将会更加强大。为体育参与公共外交建设提供基本的思考和理论支持。More and more methods which for political recognition, social communication and interest coordination have been used to construct international relations. One of them is sports which enlarging its influence in cross cultural communication and public diplomacy. Based on literature review, content analysis and comparative methods, used China＇s ping-pong diplomacy, America and India football diplomacy, India and Pakistan cricket diplomacy and China modern sports public diplomacy as subjects, this research focused on the basic pattern and history of sports participated public diplomacy and analyzed its international recognition function under cross culture back-ground. Conclusion ： Sports enriched connotation of diplomatic culture, explained national will and political appeal intuitively. Sports participated public diplomacy can modify political subject, form political rhetoric and sculpture national image. From international relations and diplomatic strategy perspective, China sports participated public diplomacy should make four countermeasures. Firstly, draw up China sports public diplomacy strategy. Secondly, build up sports public diplomacy develop institution. Thirdly, launch strong events public diplomacy program. Lastly, excavate traditional sports events and minority sports game to participate cross cultural communication. This research showed start sports diplomacy could sculpture China＇s national image bitterly and would share more political speak right. This paper also provided basic thinking and theoretical support for sports participated public diplomacy.
