摘　　要：在介绍区域科技创新升级的背景下,进一步明确地方科研院所在区域创新体系中的定位,客观分析其成果转化能力对创新升级的制约因素和积极作用,并通过对重庆、贵阳、广西3个地方科研院所的典型调研案例梳理,阐述了在科技成果转化过程中加强人才引进、项目过程管理、产业基地建设、专利质量和成果库收储管理对区域创新升级的重要作用。Under the background introducing regional innovative escalation, in this paper the orienta- tion of local scientific research institutes in regional innovation system is clarified and the institutes＇ capability to transform scientific and technological achievements as the restraining factor or positive effect on innovative escalation is also objectively analyzed. Taking the three local research institutes of Chongqing, Guiyang, Guangxi as typical cases, the important role of talent introduction, project management, industry base construction, patent and achievement storage throughout the achievement transformation process in regional innovative upgrading has been finally elaborated.
