摘　　要：高科技产业将成为中俄双边合作的主要方向和推动双边贸易增长的主要动力,技术标准联盟则是推动这一合作的主要载体。在分析中俄技术标准联盟构建可行性的基础上,分别从成本和技术传导两方面探讨了中俄建立技术标准联盟的优势,并在此基础上进一步分析了跨国建立技术标准联盟可能存在的宏观和微观层面的障碍,并据此从政府角度和联盟自身的角度提出了技术标准联盟的推进策略。High-Tech Industry will become the most tween China and Russia and the growth of bilateral important impetus to propel the cooperation be- trade and Technical Standardization Alliance is the vehicle to propel the cooperation. Based on the analysis of the feasibility of the construction of the alliance, this paper explores the advantages of the alliance from the perspective of cost and tech- nical transfer. It further analyzes the macro and micro obstacles of the alliance and provides strategy to promote the establishment of the alliance from the perspective of government and the alliance itself.
