江苏企业研发机构运行特征和公共政策需求分析——基于116家企业研发机构问卷调查

摘　　要：通过对江苏省116家企业研发机构的问卷调查研究发现,江苏省企业研发机构具有重视产品和技术、重视柔性引进人才、重视自主研发和合作研发等特征。在公共服务需求方面,产学研合作是第一服务需求,专业化服务供给不足,小额贷款和风险投资需求强烈。为促进江苏省企业研发机构发展,建议搭建公共服务平台,深化产学研合作;集聚中介服务机构,提供专业化服务;构建多渠道融资体系,强化科技金融服务;加强知识产权保护,提升公共服务能力。According to the result of questionnaire survey on the R＆D institutions of 116 enterprises in Jiangsu province, we found that R＆D institutions carry the features such as emphasizing products and technologies, the introduction of flexible talent, independent research and development and collaborative R＆D. In terms of public service demand, it has the follow- ing status quo： cooperation is the first service demand; professional service falls behind the demand; small loans and risk investment are strongly demanded. It is recommended that a public service platform should be set up to deepen research co- operation; intermediary service institutions should be gathered to provide professional services; multi - channel financing system should be built to strengthen science and technology financial services; the protection of intellectual property rights should be strengthened to enhance the capability of the public service.
