摘　　要：当前,我国高等教育发展迅速,社会化程度不断提高,同时,社会上的消极腐败现象也在高校呈渗透和蔓延趋势,违法、违纪案件日益增多,给我国高等教育的发展带来严重损失。经过多年廉政建设实践,我国各高校虽已初步探索出一些行之有效的措施和途径,但对于一个完整的体系而言,只有惩处机制而没有奖励机制是不完善的。因此,可以借鉴新加坡和我国香港地区的廉政建设经验,将其廉政保证金制度引入我国高校,以进一步完善其廉政机制。Nowadays, as the higher education and socialization develop rapidly, the passive corrupting phenomenon and the illegal cases are growing and expanding in some colleges, which bring the losses of politics and economy to the development of higher education. Some colleges have explored a few effective measures by the construction of an honest government, however, without reward mechanism, only condemning mechanism is imperfect for a complete system. Therefore, based on the constructions of an honest government in Singapore and Hong Kong, the honest administration deposit system is introduced to the colleges in China, which improves the honest mechanism of them.
