摘 要:经济问题的控制是经济学研究的一个重要方面,运用基于最优控制理论的动态优化分析方法,探索能源资源消费与环境系统反污染的发展控制是协调能源消费和环境保护的关键。对于一个多行政区划的国家,选用各地方的联合效用函数,分析了多行政区划国家某时间点上的总体效用,同时还对影响能源消费与反污染策略的因素进行研究,将国家层面的总体宏观目标与各地方微观目标相结合,以效用函数在给定时间范围内积分最大化为原则,构建了充分考虑效率与公平并存前提下的能源资源消费与环境污染防治的一体化模型,并给出其相应的数值算法。提出了对于多行政区划国家能源消费与环境保护的区域动态最优化配置方案,将为经济系统中的参与者和决策者提供理论基础,并为我国能源消费与环境保护和谐发展提供支持和保障。Controlling economic problems is an important aspect of the economics study. This paper, based on dynamic optimization control theory, tries to explore an anti-pollution strategy, which is about the energy re- sources consumption and environmental control system. For a country with many administrative divisions, we think of the selection of a local joint utility function, analyze the overall effectiveness of the administrative divisions of countries on a point-in-time, and also study the factors that affect energy consumption and anti-pollution strate- gy. Integrating the macroeconomic goals at the national level and the local micro-targets, with maximizing the inte- gration of the utility function in a given time as the principle, we construct a model for the integration of energy consumption and pollution prevention under the premise of coexistence of efficiency and fairness, and get the corre- sponding numerical algorithm. Finally, we propose a regional dynamic optimization configuration program of ener- gy consumption and environmental protection for a country with many administrative divisions. This will provide a theoretical basis for harmonious development of China's energy consumption and environmental protection.
