摘　　要：以浙江省桐庐县蜂产品质量安全示范区建设为例,分析了该运作模式的基本内涵,并从政府、生产经营主体、社会组织三个层面深入分析了该模式在区域农产品质量安全控制中的制度特征,认为该模式在构建政府主导、权责明确的统筹监管体系、形成以产品溯源和供应链整合为核心的内在控制机制、采取民营官助形式发挥社会组织的重要作用等方面作出了创新性的探索。Based on the development of Tong Lu Bee Product Quality and Safety Demonstration District, the basic contents of Tong Lu model were introduced and a deep analysis on its institutional features from the three levels covering government, producer and social organi- zation, was given. It was concluded that the Tong Lu model, which consisted of integrated quality monitoring system directed by govern- ment, inner safety control system supported by product-trace and vertical supplying chain, and practice to include social organizations into the whole system, was a creative try in agriculture quality and safety control.
