摘　　要：在经济全球化背景下,人才已成为最稀缺的国际资源。吸引优秀留学人员归国服务是各级政府的重要战略目标之一。文章从分析海外留学人才专业化服务需求入手,针对存在的问题,提出应进一步建立健全引进海外留学人才的工作机制体制、服务机构体系和考核评价体系,使引进海外留学人才工作科学化、规范化和常态化。Under the background of economic global- ization, talent has become the most scarcely interna- tional resources. To attract overseas students to serve the country is one of the important strategic ob- jectives at all levels of government. Based on the analysis of professional service demands of overseas talents, in view of the existing problems, we should further establish and improve the working system,ser- vices system and evaluation system, which focus on at- tracting talent from the abroad. The purpose is to im- prove the talents work in scientific, standardized and normalized.
